It's difficult to answer your request because we know who made the statement.  Many will know that Ella was a very famous singer who came from a very impoverished background.

She spent the last years of her life in very poor health.

So you could probably use the quote as a starting point for the international speech contest, seeing as the contest seems to rely on people 'making good' as a source of inspiration.

But supposing that you didn't know who said it. Suppose it was an anonymous quote.  Would you think the same way then?

I believe this quote is so true for me as I made a mistake which landed me on the wrong side of the law and after paying my debt I was determined that it would never happen again.  I put it all behind me and have turned everything around, found love and created personal success to put me not only back where I was but Ihave made a much better life for my wife and I.  This has not stopped me from striving to go to a better place so I feel that where you are going is important only if you strive to move the carrot further out rather then reaching it and resting.

So "It isn't where you came from; it's where you're going that counts." could be changed to ""It isn't where you're going that counts, unless you are always going somewhwere better."

Your history and where you came from can be very significant in where you go. If you came from a loving and supporting family who believe you can go anywhere, wouldn't that then stir the adventure in you?
By the same token though, with a strong will even a supressed and discouraged child can rise above the hardship and "make it" in this world. Wether it be out of spite or because of a desire to make it, the history is shed and the person lives on.
For me personally, where I have come from does matter, a lot. Which bits of this I chose to help me go forward are the key. If I chose the years of bullying at school, I will be a shy and depressed person in dire need of help.
I however chose the Love and Support of my family and close friends, this has made me strong and wanting to be out there and heard for the things I know and want to teach.
I am going in the right direction for my well being, I feel I chose the right past.
